Henri,The inclusion of the name Publia suggests a parishioner of Floriana. I am not sure of when this church had its own registers but prior to that baptisms were included in St Paul shipwrecked.

FYI - Floriana started registering births, marriages and deaths in 1844 when it became a Parish
