The numbers refer to issue issue means child.
So below 2.3 would refer to the above number 2 (which isnt on the email but Im sure you have that somewhere), so it would refer to the person that is by 2 and then the third child.
So for example below you have 2.3.1 -the one refers to 2.3s first child Onofrio Micallef, then 2.3.1.1 means that 2.3.1. Onofrio Micallef had a first child Grazio Micallef and then 2.3.1.1. refers to 2.3.1. Grazio Micallefs first child Andra Micallef and then 2.3.1.1.1 refers to 2.3.1.1.s first child Francesco Micallef and so on. Sometimes you will have 2.3.1 and then 2.3.2 which would refer to the second child and then 2.3.2.1 which would refer to the second childs first child etc etc. So it will go on like this and then suddenly you will go to 3. Which means you have to go right back to the beginning and know that the person you started with, this is the third child, or 2.4 which would be the second childs fourth child etc etc.
The only term that may be confusing is issue which means child.
