You could check if there is a scanned copy at Archive Portal Europe site. Narrow name search results by selecting Malta in the country list. Heres a link.

WOW! that was FAST! Unfortunately it is not my grandfather. We are not sure when he went to England to live. Maybe he would not need a Passport since his father was British?

pouvez-vous indiquer où trouver des éléments d'état civil pour les maltais qui se sont installés en Tunisie, à Djerba notamment, entre 1800 et 1a création d'un regiistre (paroissial ou autre)de BMD?
